I vaguely remember some time ago reading that costs deter new
car users but do surprisingly little to discourage those who
have already developed the driving habit. Perhaps one needs
long term solutions based on discouraging new users.

My anti-traffic-activist friends claim to have an answer. Stop
spending money on roads so that traffic chaos increases, trip
times increase, road quality declines. Put the money into
public transport, for instance high quality express lanes for
buses, better and faster train-services, more flexible small-
bus services, and the like.

I don't know enough about the personal psychology or the economics
to have a personal opinion about the best way to go. -- Bob
