I can't really imagine any situation based on "voting" creating an
equitable arrangement. Rather than penalizing the person who spends a lot
of time at the water cooler, the result would be to reward someone who is
better at watercooler PR than at work.

If you want to experiment with "voting" (something I am reluctant to try),
you might try setting performance standards for one another. It would be
interesting to find out what everyone thinks everyone else should be doing.
