Come to think of it, Pamela Dean's _Tam Lin_--a fantasy based on a
ballad--is set at a college in Minnesota, which is about as cold as it
gets. Also, Connie Willis has a new (I think) collection of Christmas short
stories, and I assume many of them involve cold stuff. She writes the only
good humorous sci-fi I've ever read--I highly recommend her.
