If asked what exactly is being neglected, Kaei would be unable to answer, Risai believed. Kaei was only frightened by such rapid change. Most probably Kaei's fear had no solid ground. She was not worried about Gyousou, but about herself who was riding on the rapid that Gyousou had dug out. There must be many people who held the same anxiety. Resistance towards rapid change --such is people's instinctive nature of fear. In the same way, there must be those who were scared by Gyousou's swift decision and lack of hesitation, and there must be those who habored rebel without meaning.

-- It creaked in this way.

Rebellion against the emperor is normally due to unfairness on one's treatment, fear towards political measures, or anxiety towards the emperor's character. However, Kaei neither felt unfairness about her treatment or fear towards Gyousou’s capability. Kaei's words might sound as if she was worried about Gyousou's character, but that wasn’t completely true most probably. The root of the problem lay inside Kaei herself: unconditional fear towards rapid changes.

Strong light casts dark shadows. It was not Gyousou's fault or dissatisfaction directly targeted to Gyousou. If such were the case, they could be understood and read easily. It would also be possible to deal with them beforehand. In case of the problem now, however, it was undetectable in which shape it hid itself. How horrifyingly unreadable the problem was! Risai thought as she saw Kaei off.
