The following organization has collected quite a bit of experience
relevant for the concept of "demarchy", or government by randomly
selected citizens:

The Jefferson Center is a non-profit, non-partisan organization located in
Minneapolis Minnesota, USA. Established in 1974, the central focus of the
Center is its trademarked Citizens Jury process, through which randomly
selected and demographically representative panels of citizens meet for
several days to examine public policy issues and present their
recommendations to decision-makers and the public.
