Selection can change the relative frequence of genes in the gene
pool fairly quickly. This is part of the mechanism of evolution, but
this phenomenon by itself is not sufficient to be called evolution.
For that you need to wait long enough for new, functional genes to form.
Dog breeding, for example, is not really what you would call evolution
(or else we would say that the theory of evolution was known for thousands
of years).
People's adaption to milk, or alcohol, is probably better described as
an example of selection rather than of evolution.
