Moteuczomah Ilhuicamina appointed a relative, Atlahcol, to be their lord, gave the colonists great privileges, and ordered each nation to establish its own calpolli in the city. 67
The creation of an Aztec enclave in Mixtec and Tzapotec lands was not an effort to create an effective fighting force there: the people were too few for that. However, they could provide intelligence for the Aztecs, much as the governors did, and ensure that supplies were gathered. The area was too far removed for the Aztecs to rely on the continual incidental relay of intelligence to Tenochtitlan, so a reliable center was established that could, among other things, oversee, but not effectively enforce, Aztec interests in the region.
