I think that voting by other employees might produce accurate
evaluatons of employee performance the first time, if it's not
announced in advance. After that, things may deteriorate, as it
becomes worth while for employees to try to fool not just their boss,
but each other, about how much they're working.

Maybe the solution is to pick an assessment method at random, thereby
complicating the job of fooling it. Or maybe one should instead
combine the results of several modes of assessment, if that's not too
much effort. Sounds like what the better organizations are probably
already doing...
